Poison gas used by Syria militants, not army

Russian President Vladimir Putin says foreign-backed militants, not the army, used poison gas in Syria in a bid to provoke foreign military intervention.

Putin warned that a military action that bypassed the UN Security Council would threaten the United Nations, warning that potential US strikes could spread Syria conflict and unleash a wave of terrorism.

The US should embrace the Russian-proposed plan to put Syrian arms under international control, he urged.
