Envoy verified that Iran engaging in indirect communication with Syria’s de facto leadership
The special envoy for Syria from the Iranian Foreign Ministry has confirmed that Tehran is engaging in indirect communication with the governing body of Hay’at Tahrir al-Sham (HTS) in Syria. This development comes over two months after the militant group took control of Damascus.

Mohammad Reza Raouf Sheibani made an announcement on Saturday following comments from Syria’s acting Foreign Minister, Asaad Hassan al-Shibani, regarding the exchange of “positive messages” between the two Muslim nations.
A veteran Iranian diplomat emphasized Tehran’s progressive approach towards developments in Syria, expressing the country’s intent to restore relations with Damascus.
Iran is diligently observing the current situation in Syria and will make informed decisions at the appropriate time, according to statements made by Sheibani.
He emphasized the importance of ensuring that all Syrian political factions have a stake in determining the future trajectory of Syria.
Sheibani articulated that the Islamic Republic of Iran maintains a transparent stance on the situation in Damascus. Highlighting Syria’s strategic significance in the West Asia region, Sheibani emphasized that the future and destiny of Syria should be determined by its own citizens, with participation from all political factions.
He underscored Syria’s stability and peace as critical priorities for Iran, affirming the Islamic Republic’s opposition to any foreign interference in the Arab nation’s internal matters.
Sheibani reported that discussions on Syria were held with Alexander Lavrentiev, the Russian President’s Special Envoy for Syria, and Russian Deputy Foreign Minister Sergey Vershinin during his recent trip to Moscow.
He stated that Tehran and Moscow hold aligned perspectives on a range of issues concerning Syria.
Syria’s acting foreign minister disclosed on Wednesday that the nation has received encouraging signals but is seeking additional assurances from both Russia and Iran.
At the World Government Summit 2025 in Dubai, Shibani emphasized the importance of transforming the current positive rhetoric into concrete policies that can genuinely reassure the Syrian populace.
