IIHRC discussed the legal aspects of the crimes being committed by Daesh in Iraq and Syria in a roundtable on Wednesday.

Ali Khorram, a university professor and expert on international affairs called the invasion into Iraq by Daesh and its regional and international supporters a breach of Chapter VII of the United Nations.

Chapter VII of the UN Charter sets out the Security Councilˈs powers to maintain peace. It allows the Council to ˈdetermine the existence of any threat to the peace, breach of the peace, or act of aggressionˈ and to take military and nonmilitary action to ˈrestore international peace and securityˈ.

Elsewhere in his remarks, Khorram noted that Daesh crimes include genocide, ethnic cleansing, and act against humanity, war crimes and terrorism.

UN Human Rights Council, International Committee of Red Cross (ICRC), and some non-profit organizations including the Human Rights Watchdog have blamed Daesh for acting against humanity, he underlined.

Mohsen Abdollahi, a professor of international law noted in the roundtable that blacklisting Daesh should be a top priority for the UN Security Council.

Based on 13 anti-terrorism international conventions and seven regional treaties, all governments should avoid supporting terrorist groups including Daesh, he said.

Abdollahi underlined that according to the first article of the Convention on Prevention and Punishment of Crime of Genocide (CPPCG), Daesh is involved in genocide in Syria and Iraq and should be punished for its crimes.

Rahim Nobahar, another member of IIHRC warned about the spread of Takfiri philosophy as the root cause of growth of terrorism in the region.

Islam is the religion of peace and Daesh actions are against Islamic teachings, he noted.

In the meantime, director of the Association for Defending Victims of Terrorism (ADVT) Hamid Sajjadi called for promotion and implementation of UN comprehensive counter-terrorism strategy.

Ha urged all governments, non-profit organizations and media outlets around the world to condemn Daesh terrorist activities before it is too late.

Daesh is a Salafi organization affiliated to al-Qaeda founded in Iraq in 2004.
