The MPs presented the bill with a single urgency status, meaning it will be discussed immediately in Parliament.

The bill will be discussed in the open session of the Parliament as a single-urgent plan after finishing the review by specialized parliamentary commission.

The 8-provision bill, defines special tasks for the government of the Islamic Republic of Iran and the Foreign Ministry to retaliate against anti-Iranian plots by some western governments and also deal with governments and some international institutions that sponsor terrorism in the region.

It is generally believed that Saudi Arabia, Turkey, Qatar along with Western countries, especially the US, sponsor terrorism, training, arming and funding the terrorist groups, including ISIL.
