How can those armed men walk in the streets of Istanbul freely?

Here is Turkey’s Istanbul. This is the funeral of Suruc bombing victims.Armed men can walk in the streets freely without any police intervention. Armed PKK terrorists in Northeast can also make security checks both for vehicles and citizens freely. Again no police or gendarme at all?
