Iran Urges UN Security Council to Acknowledge Israel and US as ‘Aggressors’
Iranian Foreign Minister Abbas Araghchi has urged the United Nations Security Council to formally identify the Israeli regime and the United States as the "initiators" of the recent 12-day hostilities against the Islamic Republic.

In a formal communication to UN Secretary General Antonio Guterres on Sunday, Araghchi earnestly urged the Security Council to acknowledge the Israeli regime and the United States as the instigators of the act of aggression, and consequently hold them accountable, thereby necessitating compensation and reparation.
He further stated that the Security Council must ensure that those responsible for acts of aggression are held accountable while taking measures to prevent the recurrence of such grave and serious offenses, all in the pursuit of maintaining international peace and security.
In a recent statement, it was highlighted that individuals in positions of political and military leadership who direct acts of aggression bear personal responsibility for the international crime of aggression, as stipulated by customary international law.
Iran’s chief diplomat characterized the aggressive action as a “brazen assault” on the fundamental principles of international law, cautioning that accepting such behavior and its legal ramifications profoundly weakens the credibility of the United Nations system.
Araghchi emphasized that it “constitutes a significant threat to the rule of law on an international scale, fostering a future of lawlessness in both regional and global international relations.”
In the early hours of June 13, Israel initiated a comprehensive offensive on Iranian territory, striking multiple military and nuclear facilities. The attack reportedly resulted in the deaths of numerous high-ranking military leaders, nuclear experts, and civilians.
On June 22, the United States aligned with Israel to carry out strikes on three Iranian nuclear facilities, actions deemed a serious breach of the United Nations Charter, international law, and the Nuclear Non-Proliferation Treaty (NPT).
The following day, Iran orchestrated a missile barrage targeting al-Udeid air base in Qatar, noted as the most extensive U.S. military installation in West Asia, in response to the perceived aggression.
Amid escalating conflict, Iran’s armed forces launched a barrage of new-generation missiles targeting Israel’s military and industrial infrastructure, achieving precise strikes on designated sites. In response to the intensified assault, Israel’s beleaguered government unilaterally declared a truce on June 24.
In a letter dated June 13 to the United Nations Secretary-General and the President of the Security Council, Araghchi declared that the Israeli regime’s aggressive actions against his nation are tantamount to a “declaration of war.”
He previously stated that these repressive actions not only represent a grave infringement on Iran’s sovereignty and territorial integrity as an independent United Nations member, but also, under international law and international humanitarian law, including the Geneva Conventions, constitute acts of aggression and war crimes.
